protocol on regulatory compliance for wipers
Aim: E.T.S.A. members will ensure Regulatory
Compliance is achieved in the following areas:
1. Transport
The transport of dangerous goods within Member States of the EU is
subject to international rules depending on whether carried by sea,
air or land.
- Classify:
identify hazards and decide UN number
- Package
and label: Implement in accordance with national requirements
as prescribed by UN/ADR (Annex A to ADR)
- Load assessment
and documentation provision: Records of hazards, quantities, emergency
procedure, and training (DGSA and driver training in particular)
- Vehicle
requirements: Provision of specialist equipment and vehicle marking,
(extinguishers, plates, ppe (personal protective equipment)) (Annex
B to ADR), (and Operators Licence - UK)
2. Waste disposal
- Reusable
wipers are not considered waste, until they leave the Chain of
Utility, and are discarded.
- E.T.S.A.
members meet all national requirements regarding the management
of waste and its disposal.
- In agreement
with each Member State, technical assessments are conducted on
the hazards, and waste is consigned to the point of disposal.3.

- The emissions
from cleaning processes are defined by EU and national legislation.
- In particular
health, safety and environmental requirements are met as prescribed.
